About Early Learning For All
More families than ever are now eligible for free or discounted early care and education!
On July 1, 2024, the City and County of San Francisco’s Department of Early Childhood (DEC) launched the Early Learning For All Initiative. Early Learning For All offers free and low-cost child care to most San Francisco families at over 500 high-quality programs across the City.
Wu Yee Children’s Services is one of the agencies funded by DEC to administer the Early Learning for All program. We’re here to help you find a program that meets your needs, get financial assistance, and get enrolled.
What Parents Need to Know
San Francisco families earning up to 150% of Area Median Income (e.g. ~$233.8k for a family of four as of July, 2025) are now eligible for financial support. This revised policy provides more opportunities for San Francisco families to have access to quality early care and education services.
Eligibility
It’s easy to find out if you are eligible! You can start by answering a few quick questions about your family size and income using DEC’s simple online application tool, or you can read on to learn more.
Early Learning For All includes two levels of financial support. The levels depend on family size and income:
1. Fully-Funded Tuition
For families earning up to 110% of the Area Median Income (up to a $171,450 annual income for a family of four): Families are eligible to receive FREE enrollment at programs in the Early Learning For All network.
2. Tuition Credit
For families earning between 111%-150% of the Area Median Income (up to a $233,800 yearly income for a family of four): Families are eligible for a tuition credit for 50% off DEC’s published tuition rates at any program in the Early Learning For All network.
